All the Feebas available post-game are at least lvl. 35 or higher; is that too late to train and evolve it to a Milotic that knows Recover? Generally, when is the best time to evolve a Feebas - at a higher or lower level - to ensure that stats are evenly distributed and it can still learn decent moves?

Breed one and evolve it right away.
Stats mean nothing, just as long as you evolve it at some point.

or you can evolved it at anytime and just use heart scales to get the moves you missed.
How to evolve feebas in white 2heart scales are very easy to get this gen
